How to Enroll in an Independence Blue Cross Health Insurance Plan

We know health insurance can be complicated. That’s why we try to make it easy to find a health plan that works for you. After all, enrolling in a health plan is one of the best decisions you can make to protect yourself and your family.

If you live in the Greater Philadelphia region and you’re shopping for an individual or family health insurance plan, we’re here to help. Any U.S. citizen, national, or lawfully present non-citizen is eligible for an individual plan under the Affordable Care Act (ACA).

How Can I Find Affordable Health Insurance in Southeastern Pennsylvania?

Independence Blue Cross (IBX) offers the widest selection of health plans in Pennsylvania for 2026, so you can find one that matches your budget, health needs, and preferences.

An important part of finding affordable health insurance is making sure you understand the total cost of health insurance. Your monthly premium is what you pay to buy health insurance, but it’s also important to understand how much it costs to actually use your coverage. When you need care, what will you pay out-of-pocket for copays, coinsurance, and deductibles? Are your preferred doctors in the network? Be sure to think about these factors when making your selection.

Once you have an idea of what type of health care coverage you need, you can start comparing IBX health plan options.

Do I Qualify for Low-Cost or Subsidized Health Insurance?

Many who apply for health insurance are also eligible for financial assistance from the federal government to help pay their monthly premium — also known as a premium tax credit (or subsidy). Depending on your income, you could qualify for financial assistance.

Currently, many people qualify for an enhanced premium tax credit. In 2021, enhanced premium tax credits were introduced through the American Rescue Plan Act (ARPA) to make health care coverage more affordable during the COVID-19 public health emergency. These enhanced tax credits were later extended through the end of 2025.

Unless Congress implements policy to extend the enhanced tax credits, they will expire at the end of 2025. Even if the enhanced tax credits expire, please understand that financial assistance will still be available in 2026 at the pre-ARPA tax credit levels.

If you are eligible for a tax credit, you will need to enroll in an IBX health plan using Pennie, the Health Insurance Marketplace for Pennsylvania.

If you are not eligible, apply directly with IBX.
