Introducing Frontier AI Model Platforms: Because An AI Model Is Not A Business Model

The world’s most advanced AI companies just learned a lesson enterprises have understood for decades: Technology doesn’t create value. Solutions do. Our 2024 AI Foundation Models For Language Wave™ evaluated the models themselves, but raw capability predicts little about enterprise success. The vendors know it, too. Anthropic and OpenAI launched billion-dollar ventures that embed forward-deployed engineers with customers to build AI solutions and agents. Say what? The most sophisticated software ever created needs live humans to make it work? Because an AI model is not a business model. The smartest frontier AI companies now understand that:

Enterprises buy tokens today but will soon demand outcomes. Tokenmaxxing is over; token bills that don’t produce underwriting decisions, resolved tickets, faster claims, and shipped code won’t survive budget scrutiny.
Platform capabilities are needed to reach production. Without application integration, workflow, evaluation, and governance, models stall in pilots.
They must provide implementation services, not just APIs. Hence the forward-deployed engineers with human acumen, sold alongside the platform.

A Frontier AI Model Platform Revolves Around The AI Model

Frontier AI Model Platforms (FAIM) is a new market category. We are the first major analyst firm to evaluate it. The vendors in this new market share three defining elements:

They develop and own state-of-the-art AI models. These vendors, frontier pure-plays plus some hyperscalers and enterprise software vendors, carry the capital burden, and advance their own models. “Frontier” describes that commitment, not a leaderboard rank. It excludes vendors that fine-tune, wrap, or resell someone else’s models.
They make the model the foundation of a platform. They surround their models with the tooling and services that turn model capability into business capability: context, workflows, evaluation, and agents, including components of Forrester’s Agentic Runtime Architecture (ARA) and more general Agentic Architectures. Building the models themselves, they exploit them more deeply than any third party; platform improvements ship with each new model.
They commercialize it all for the enterprise. They deliver what enterprises require to deploy AI solutions and agents with enterprise-grade everything: development tools, security, governance, deployment, and, increasingly, hands-on implementation by forward-deployed engineers.

Frontier AI Model Platforms Sit Adjacent To AI Platforms

This category sits deliberately adjacent to our AI Platforms (AIP) Wave™. The dividing line is the vendor’s posture toward models. Vendors take one of three postures:

AI Platform: Model-agnostic vendors treat models as swappable commodities. Most AI platform vendors assume that models commoditize and that durable value lives in orchestration, data, and application layers. Palantir CEO Alex Karp calls Palantir “completely agnostic” about which models its customers run, dismissing off-the-shelf models as commodities.
FAIM Platform: Model-first vendors stake everything on the model. Frontier pure-plays such as OpenAI, Anthropic, and Mistral treat the model as the foundation of the solution; architecture, tooling, and talent strategy all orbit it, because a recursively improving frontier beats everything else. Their pitch: Nobody exploits our models better than we do.
AIP and FAIM Platforms: Dual-path vendors offer both. Hyperscalers develop frontier models while operating model gardens stocked with everyone else’s; IBM does the same with Granite. They let buyers pick the philosophy: rely on our model, or bring your own.

Before You Invest Millions, Forrester Will Help You Decide

The question is no longer which model is best. It’s: Which vendor can take us from stand-alone model to deployed, governed, value-producing solution and, critically, keep us at the frontier as models improve? Millions in platform commitments, talent, and rearchitected workflows ride on the answer. As you build your strategy, recognize that:

You don’t have to pick just one platform philosophy. Many enterprises will run both: a Frontier AI Model Platform where riding a fast-improving model wins, and a model-agnostic AI Platform where data context, orchestration, and model optionality matter more. Dual-path vendors let you do both under one roof.
