Grayscale Investments has urged the Senate to schedule a floor vote on the CLARITY Act before the August recess, adding fresh pressure to an already crowded crypto policy agenda.
Grayscale Pushes for Senate Action
Grayscale sent a letter to Senate lawmakers requesting action on the Digital Asset Market Clarity Act, also known as H.R. 3633. The firm said its digital asset products are held by hundreds of thousands of Americans, giving it a direct stake in the outcome.
The company said the bill would create clearer market-structure rules for U.S. digital assets. The legislation aims to define oversight between the Securities and Exchange Commission and the Commodity Futures Trading Commission.
Grayscale said, “Senators and staff across the aisle have spent months addressing hard questions about jurisdiction, investor protections, and developer safeguards.” The firm added that the framework protects investors and shields legitimate developers from regulatory overreach.
The company argued that crypto firms, developers, and investors need predictable rules. It said the current system has left the industry operating under uneven enforcement and changing agency guidance.
CLARITY Act Debate Nears Recess Deadline
The Senate faces limited time before the August recess. Lawmakers are weighing whether to advance the CLARITY Act amid competing bills and unresolved disputes over crypto ethics rules.
Treasury Secretary Scott Bessent also called for immediate Senate action. In an X post, he said the Senate needs to vote “NOW” on the CLARITY Act.
Bessent accused Senate Democrats of delaying the bill because of pressure from Senator Elizabeth Warren and her anti-crypto allies. His comments added political weight to the push for a vote before lawmakers leave Washington.
Senator Cynthia Lummis said the Senate was still trying to secure a vote before recess. She noted that lawmakers had “one more week here in Washington” and several matters competing for floor time.
Senate Republicans have also considered a procedural vote linked to the crypto bill. That step could help set debate rules, timing, or the path for resolving ethics language.
Industry Cites U.S. Competitiveness
Grayscale framed the CLARITY Act as a competitiveness issue for the United States. The firm said capital and talent could move to markets with clearer digital asset rules.
The company named Singapore and Abu Dhabi as jurisdictions that have already built clearer crypto frameworks. It argued that the U.S. risks losing investment if firms cannot plan under stable laws.
The bill also matters to crypto investment products. Grayscale said clear rules would support the growth of ETFs, ETPs, and other regulated digital asset vehicles.
The broader crypto market remains volatile as traders watch regulatory talks in Washington. No clear price move has been tied directly to Grayscale’s letter, leaving investors focused on Senate timing.
The Senate’s decision will determine whether the bill advances before the August break. A floor vote would mark the next step in the push to create federal rules for digital asset markets.
