What is California Income Tax? Rates & Tax Brackets

If you live or work in California, you’ll likely need to file a California state income tax return along with your federal return. California has a progressive income tax system with nine tax rates, so the amount you owe depends on your filing status and taxable income.

This guide explains California’s 2025 income tax rates and brackets, standard deduction, available exemptions and credits, and the updates for the current tax year. What is the California state income tax?

California state income tax is a tax on income earned by individuals and certain businesses. It is collected by the California Franchise Tax Board (FTB) and helps fund state services.

Unlike states with a flat income tax, California uses a progressive tax system, meaning different portions of your taxable income are taxed at different rates. For tax year 2025, California uses nine income tax brackets ranging from 1% to 12.30%. California also imposes an additional 1% Mental Health Services Tax on taxable income over $1 million, which can bring the effective top rate to 13.3% on income above that threshold.

California standard deduction

Single filers and those married filing separately are eligible to claim a standard deduction of $5,706 for tax year 2025. The standard deduction amount for those filing as head of household, married filing jointly, or qualifying surviving spouse is $11,412.

California’s standard deduction amounts are lower than the federal standard deduction. If someone else can claim you as a dependent on their return, your California standard deduction may be limited. You may claim the California standard deduction or itemize on your California return, depending on which option gives you the better result under California rules.

California exemptions

California does not use a traditional personal exemption deduction the way some states do. Instead, California offers exemption credits that directly reduce your California tax. For tax year 2025, the personal exemption credit is $153 for single filers, married filing separately, and head of household filers, and $306 for married filing jointly and qualifying surviving spouses.

California also allows a dependent exemption credit of $475 for each qualifying dependent you claim on your California return. Credits may be reduced if federal AGI exceeds the phaseout thresholds above.

California tax changes for 2025

For tax year 2025, California’s basic progressive income tax rate structure remains in place with nine brackets ranging from 1% to 12.30%, plus the 1% Mental Health Services Tax on income over $1 million. California annually indexes many amounts for inflation, including tax brackets, the standard deduction, and exemption credits.

Compared with 2024, the 2025 California standard deduction increased to $5,706 for single and married filing separately filers and $11,412 for married filing jointly, head of household, and qualifying surviving spouse filers. Personal and dependent exemption credit amounts also increased for 2025. California does not automatically conform to all federal tax law changes, so some federal updates may not apply on your California return.
