Losing a job later in life can be especially stressful when retirement is still years away, or your savings aren’t enough to cover everyday expenses. Many older adults discover that finding new employment takes longer than expected, particularly if they need updated skills or recent work experience. Fortunately, there is a federal program designed specifically to help unemployed, low-income adults age 55 and older reenter the workforce while earning a paycheck.

The Senior Community Service Employment Program (SCSEP) provides paid, part-time job training that can help participants build confidence, develop new skills, and transition into permanent employment. If you’re wondering whether this opportunity could fit your situation, here is what you need to know about how SCSEP works and how you can benefit.

SCSEP Was Created to Help Older Workers Get Back on Their Feet

The Senior Community Service Employment Program is the nation’s oldest federally funded workforce program focused exclusively on older adults. Administered by the U.S. Department of Labor under the Older Americans Act, SCSEP provides community-service-based job training for unemployed individuals who are at least 55 years old and meet income eligibility requirements. Participants are placed with nonprofit organizations or public agencies where they gain hands-on work experience while earning the highest applicable federal, state, or local minimum wage.

In addition to paid training, participants receive career counseling, resume assistance, and connections to local American Job Centers that can help with long-term employment.

Who Qualifies for the Program?

Eligibility for SCSEP is more specific than simply being out of work. Applicants generally must be at least 55 years old, unemployed, and have a family income that does not exceed 125% of the federal poverty level, although certain income exclusions may apply. Priority is often given to veterans, people with disabilities, individuals experiencing homelessness or housing insecurity, those with limited English proficiency, and residents of rural communities who face additional barriers to employment.

Because funding is limited, availability varies by location, and some communities may have waiting lists for enrollment. State aging agencies and local workforce organizations can explain eligibility requirements and help applicants locate participating training sites.

SCSEP May Be Worth Exploring If You:

Are age 55 or older.
Recently lost your job.
Have been unemployed for several months.
Need current work experience on your résumé.
Want paid training while searching for permanent employment.
Meet the program’s income requirements.

Depending on local availability, participants may work in libraries, senior centers, schools, hospitals, food banks, workforce agencies, parks departments, or nonprofit offices. The goal is to build current job skills while performing meaningful community service.

What Applicants Should Know Before Signing Up

Because SCSEP is federally funded and administered through local organizations, available positions can fill quickly. Some communities maintain waiting lists, making it worthwhile to contact your local provider as soon as you think you may qualify.

Although SCSEP can be an excellent opportunity, it’s important to understand that it is a training program rather than a permanent job. Assignments are temporary and designed to prepare participants for competitive employment outside the program, so graduation into a full-time position is not guaranteed. Participants are expected to actively pursue permanent employment while completing their training and may receive individualized employment plans to support that goal.

In addition to earning wages, participants often receive résumé assistance, interview coaching, career planning, referrals through American Job Centers, and individualized employment plans designed to help them secure permanent work after completing their training assignment.

Because local providers administer the program, the types of available assignments and support services can differ from one community to another. Contacting your area’s SCSEP provider before applying can help you understand current openings, expected wait times, and the types of positions available.

Certain Applicants Are Given Priority

Federal rules require local providers to give enrollment priority to applicants facing the greatest barriers to employment, including veterans and qualified spouses, adults over 65, people with disabilities, individuals experiencing homelessness or housing insecurity, residents of rural communities, and people with limited English proficiency. Meeting the basic eligibility requirements doesn’t automatically guarantee immediate enrollment if local demand exceeds available positions.

Proof of income
Employment history
Government-issued ID
Proof of residency
Information about any public benefits you receive

Searching for work after age 55 can feel discouraging, but it doesn’t have to be a journey you navigate alone. The Senior Community Service Employment Program offers more than temporary wages. It provides practical training, updated skills, and valuable connections that can improve your chances of finding lasting employment. For many participants, the experience becomes a bridge between unemployment and a new career chapter rather than simply a short-term job assignment.
