The US House of Representatives officially agreed on House Resolution 580 (H. Res. 580), a rule that sets the stage for floor debate on several key bills, including a trio of three major crypto measures — the Clarity Act, the GENIUS Act, and the Anti-CBDC bill.

The resolution was passed after hours of procedural limbo by a vote of 217 to 212.

House Republicans also broke a recent voting duration record in advancing crypto and stablecoin legislation. Wednesday’s vote was held open for more than ten hours, surpassing the mark set last month during the slow-moving vote on Trump’s “Big Beautiful Bill.”

What happened?

The House narrowly voted 215–211 on Wednesday to reconsider a major package of stalled legislation, reviving efforts that had failed just a day earlier. The package includes defense funding and three major crypto-related bills.

Following that initial vote, lawmakers proceeded to the rules vote to decide whether the chamber would formally advance the package for debate and potential passage.

As Crypto Briefing reported, the tally stood at 220 against and 209 in favor as of 5:50 p.m. ET, with Republican leaders scrambling to flip votes. By 11 p.m., enough members had changed their positions to secure passage of the resolution and reverse the earlier outcome.

The deadlock was due to disagreement within the GOP, according to journalist Eleanor Terrett. Some Republicans pushed to add anti-CBDC language to the Clarity Act, but the bill’s authors opposed the move, warning it could jeopardize bipartisan support. Negotiations later shifted toward including anti-CBDC provisions in the defense spending bill (NDAA).

The breakthrough vote came after extended negotiations and direct involvement from President Donald Trump, who pressed Republican holdouts to support the pro-crypto legislation.
